The 23-year-old artist known as “Jigavelii” and a student at Towson University was shot dead early Tuesday morning outside the off-campus Altus apartment complex at 22 W. Susquehanna Ave., where he lived.

“You don’t go out after a certain hour at night. It’s a college town now, anything is possible, but be aware,” said Ella Bonn, who works at Towson.
“I could have been out at two in the morning, walking to my car. It’s just crazy for me,” Luey said.
Relatives of the victim told I-Team they plan to issue a statement once they are able to learn more about his death.
